In the current era, when the process of globalization has led to the homogenization of cultures and the fading of local identities, preserving and reviving traditional rituals as part of cultural heritage has gained special importance. The religious ritual of Hossainieh Azam in Zanjan, which is known as the tenth spiritual heritage and the second altar of the Islamic world, hosts hundreds of thousands of religious tourists. In addition to its religious status, this ritual also has cultural, social, and tourism values, which can be considered as a factor for the development of tourism in Zanjan province. The research sought to identify and prioritize the needs and expectations of tourists from services in this religious ritual. The research approach was qualitative-quantitative. 60 participants participated in the interview, and their responses were coded in MAXQDA. Based on the results of this section, a researcher-made questionnaire was administered to 300 available samples. The findings show that tourists' expectations in the ritual-religious ceremonies of Zanjan are in four dimensions: economic, cultural, environmental, and social. Each of the dimensions is in the realm of various services that are important to the participants. The level of satisfaction of tourists in some components, including tourism costs, economic attraction, access and communications, and facilities and support services, is lower than desirable, which indicates a gap between expectations and services provided. In contrast, there is a desirable level of satisfaction of tourists in social services and in the realm of regulations and order, as well as security and social trust. Given the unique capacities of this religious event in the city of Zanjan, its strengthening and maintenance requires integrated planning and management to improve the quality of services and increase tourist satisfaction.
